What is a free zone in UAE?
UAE free zones are special business jurisdictions designed for faster company setup and international-friendly operations. There are 40+ free zones across all seven emirates, and each zone has its own rules, focus industries, and infrastructure options (from flexi-desks and offices to warehouses and industrial plots).
Free zones also differ by what is included in the setup package (licensing support, visa eligibility, facility options, add-on services) and, therefore, by total cost. In practice, choosing the right free zone starts with your business model, activities, and budget — and professional Dubai business consultants can help you avoid mismatches that later affect compliance and banking.

Free zone company setup cost
The main characteristic and advantage of a UAE free zone company registration is a packaged setup. One headline price covers the essentials to issue a trade license quickly (often remotely). The lowest entry points are usually 0-visa packages, starting from around AED 4,999.
What the minimum price usually includes
In practice, the “from” price typically covers:
- Company registration / formation and the trade license for 1 year
- A basic facility solution, most often a flexi-desk / co-working lease agreement (used as your registered address)
- Visa eligibility
What to budget for on top
The minimum price is rarely the full “turnkey” cost. Common add-ons are:
- Consultancy agency service fees
- Immigration file costs (establishment card and e-channel registration)
- Residence visa processing fees (entry permit/status change, medical, Emirates ID) — even if the package includes visa eligibility, the visa itself is paid separately
- Facility upgrades if your free zone or activity requires an office (not just a flexi-desk)
- Banking costs (minimum deposit/maintaining balance, compliance documents)
- VAT/Corporate Tax registration/compliance if applicable
- Accounting services if needed
Cheapest UAE Free Zone Company Setup
If your only goal is to get a license at the lowest entry cost, the most competitive “license-only” starting points are typically found in the following emirates:
- SPC Free Zone: an ePublishing license costs AED 4,999 on a 0-visa basis.
- RAKEZ: the starter package is marketed at AED 5,499.
- SHAMS: budget offers are advertised at around AED 5,750 depending on activity and inclusions.
In Dubai, the cheapest entry-level free zone packages are typically higher. For example, Meydan Free Zone offers from AED 12,500 for a 0-visa setup.

Real benefits of business setup in UAE free zones
- Cheapest option for a remote services business. If you mainly need a company for invoicing and residency—and you don’t plan to use the free zone’s physical infrastructure—a free zone is often the best choice.
- Simple, straightforward setup. In many cases it’s DIY-friendly, unless your activity is regulated, your shareholding structure is complex, or you need external approvals.
- Packaged formation. A free zone setup typically bundles a trade license with eligibility for UAE residence visas at an affordable entry cost. Many founders choose this route primarily for residency. However, a bank account is usually a separate process and comes with additional fees.
- Tax benefits. The “zero corporate tax for everyone” era is over, but entrepreneurs may still benefit if they earn income from qualifying activities.
When a free zone company formation is not an obvious solution
In practice, a UAE free zone setup is not always the simplest route. You may need to consider other options or a more complex setup scheme if:
- you need mainland-style operations (retail, local distribution, government tenders, frequent contracting with UAE-based clients) — consider a mainland company setup;
- your activity is regulated / requires external approvals, or you have a more complex shareholder or compliance structure;
- you need more visas than the free zone authority can realistically issue for your file;
- you don’t meet the Qualifying Free Zone Person criteria and/or qualifying income conditions.

Taxes in UAE free zones
0% personal income tax
- The UAE does not levy personal income tax on salary income. You can live in the country as a resident and earn employment or business-related income without a personal income tax layer on top. If your home country has a Double Tax Treaty (DTA) with the UAE, you can apply for a Tax Residency Certificate (TRC) and, subject to your home country’s rules, use it to support treaty relief and potentially reduce double taxation.
9% corporate tax
- Since June 2023, the UAE has applied a federal Corporate Tax regime, and free zone companies are included. The standard corporate tax rate is 9%, unless the company qualifies for the Qualifying Free Zone Person (QFZP) regime and earns qualifying income — in that case, a 0% rate may apply to the qualifying portion.
“The portion of a Taxable Person’s Taxable Income not exceeding 375,000 shall be subject to a 0% Corporate Tax rate.”
Qualifying Free Zone Person (QFZP) scheme
- Free zone companies can apply a 0% corporate tax rate only if they qualify as a Qualifying Free Zone Person (QFZP) and earn Qualifying Income. If income is non-qualifying, it is generally taxed at 9%.
VAT and designated free zones
VAT in the UAE is 5% and applies to most goods and services, with some supplies being zero-rated or exempt depending on the category. VAT registration thresholds are AED 375,000 (mandatory) and AED 187,500 (voluntary), unless the FTA updates them.
“Registration for VAT is mandatory if the total value of taxable supplies and imports exceeds AED 375,000 over the past 12 months, or is expected to exceed that threshold within the next 30 days.”
There are special designated free zones in UAE for trading businesses. They can affect how VAT is treated for certain movements of goods, but they do not cancel VAT obligations by default — you still need correct VAT registration, invoicing, and reporting based on your actual transaction flow. The list of designated free zones in UAE is quite long and included such free zones as Jebel Ali, Hamriyah Free Zone, Ajman Free Zone, Fujairah Free Zone, and others.
Free zone business setup step by step procedure
- Choose activity and license type. We’ll analyze your real business model to offer the correct free zone and business activity, check “red flags” for banking/compliance, and propose the safest license scope.
- Select legal form. Free zone company (LLC-style), branch, or representative office. We’ll recommend the right structure, define shareholder/manager setup, and align it with visa needs.
- Apply and submit documents / sign lease / pay fees with the free zone. We’ll prepare the full application pack, draft and check forms, and manage payments/authority communication end-to-end.
- Receive the registration pack. Trade license, lease, MoA/AoA and supporting papers where applicable. We’ll track issuance, collect your trade license + corporate documents, verify details for errors, and provide a clean “bank-ready” folder.
- Get the establishment card. We’ll help to apply for and obtain the establishment card, and set up the company file for visa processing.
- Get residence visas. We’ll schedule medical and biometrics, guide you through entry permit/status change steps, prepare visa documentation, and ensure mandatory insurance is in place before submission.
- Get Emirates ID after visa issuance. We’ll track the Emirates ID stage, and keep you updated until collection.
- Open a corporate bank account. We’ll pre-check your profile, prepare compliance narrative and supporting documents, match you with realistic bank options, coordinate appointments, and follow up through approval (including long timelines when banks request additional info).
Free zone company formation requirements
Required documents
Usually free zones request:
- passport copy for each shareholder/manager,
- a passport-style photo,
- contact details, and
- your company inputs (proposed name, selected activities, shareholding structure, manager details).
If a shareholder is a corporate entity, you will also need corporate documents (and, in some cases, attestation/legalisation).
Nationality
Most free zones accept all nationalities and allow 100% foreign ownership. Nationality rarely blocks company registration, but it can affect compliance checks and the level of supporting documents requested—especially at the bank account stage.
Business plan
Even if the registration looks straightforward, you need a clear business story. Some free zones may request a detailed business plan, depending on the activity.
Facility requirement (desk / office / land)
To establish a legal presence in a free zone, you typically need a registered facility — usually a flexi-desk, office, warehouse, or (for certain industrial setups) land. In many free zones, the flexi-desk is already included in the standard company formation package, so it’s not always a separate rental line item. However, some free zones require an office from day one, and for certain activities an office may be mandatory — which means an additional cost on top of the registration fee. The facility choice is not a formality: it directly affects your visa quota and, in some cases, what you are allowed to do operationally.
Where you can trade
A free zone company with a trade or industrial licence can usually operate within the free zone and internationally. If the business wants to trade in the UAE mainland, this no longer always requires a separate traditional mainland setup. In some jurisdictions, a dual licence regime allows a free zone company to obtain a mainland licence as well, so the business can hold both a free zone licence and a mainland licence, subject to the rules of the relevant free zone and emirate authority. Where dual licensing is not available or does not cover the planned activity, a compliant local route is still needed, usually through a mainland entity, branch, distributor, or another approved onshore structure.
Business bank account opening for a UAE free zone company
In the UAE, you can register a free zone company relatively fast — but without a corporate bank account you can’t operate properly. That’s why banking is often the real milestone. Local banks run strict compliance checks and assess not only your documents, but the full business profile behind them.
Documents banks typically request
- Company documents: trade license, MoA/AoA (or equivalent constitutional documents), and the lease/registered address details.
- Shareholders & signatory KYC: passport copies for all shareholders; Emirates ID for the account signatory (in practice, a key requirement).
- Business profile: what you do, where clients/suppliers are, and how the money flows (contracts/invoices may be requested later).
- Proof of address: recent utility bill or similar document confirming your residence address.
- Source of funds: personal bank statements (6 months) and a short explanation of the initial funding
- Background support: CV(s) showing relevant experience in the industry.
Timelines
For a standard free zone company, 1–3 months is a typical processing range. Timing depends on how quickly you submit a complete pack and how “clean” your profile is for compliance. In practice, the clock starts only after the bank receives a complete set of documents and you complete the initial onboarding meeting.
Minimum deposit
Most UAE banks structure corporate accounts around three service tiers linked to the required minimum balance. Basic plans usually start from around AED 10,000 to AED 50,000, but they often do not include a dedicated relationship manager and are generally harder to obtain unless the company has a very low-risk profile.
The mid-level tier usually requires around AED 200,000 to AED 250,000. This is the level many businesses aim for, as it normally includes a dedicated relationship manager who helps both with account opening and ongoing banking matters.
Premium tiers often start from around AED 500,000. These also come with a dedicated relationship manager and may offer some pricing or service advantages, although in practice the difference from the mid-level tier is usually not fundamental. For this reason, minimum balance requirements should be treated as part of the overall setup budget from the beginning, not as an unexpected banking issue later.

Free zone residence visas
Most UAE free zones offer company formation packages that already include visa eligibility. In simple terms, the package defines whether your company can issue residence visas and how many visas you can normally apply for under that setup.
0-visa packages are usually the cheapest option. They can work if you don’t need UAE residency and only want a legal company structure for invoicing or international operations. However, you won’t be able to open a bank account without a residence visa.
Visa packages give you the right to apply for UAE residence visas, but it’s important to separate eligibility from processing. Even if your package includes visa allocation, the actual visa processing is paid separately (government and service fees for entry permit/status change, medical test, Emirates ID, stamping, etc.).
As a UAE resident, you unlock practical benefits that matter in real life: you can sponsor family members, and you can access services that are difficult or impossible as a non-resident — including opening and maintaining local banking relationships.
FAQs
The cheapest options are usually 0-visa packages, for example an ePublishing license in SPC Free Zone can start from AED 4,999. The “from” price typically includes company registration + 1-year trade license and often a basic flexi-desk/registered address. It usually does not include visa processing, immigration file costs, office upgrades, or banking-related requirements.
Typical flow: choose activities → submit application + documents → pay fees → sign facility lease → receive the trade license → open the immigration file (establishment card) if you need visas. Delays usually come from wrong activity selection, incomplete documents, regulated activities needing external approvals, or facility/visa quota mismatches.
Many free zones allow remote registration for licensing and initial documents. You still typically need to be in the UAE for residence visa formalities (medical test, biometrics/Emirates ID) and, in many cases, for corporate bank account opening.
Commonly requested: trade license, MoA/AoA (or equivalent), lease/registered address, passports for shareholders, Emirates ID for the signatory, a clear business profile (clients/suppliers + money flow), proof of address, and source of funds evidence (often 3–6 months personal statements). Banks may also ask for CVs and contracts/invoices depending on your profile.
Sometimes yes — but it depends on your profile and banking setup. A 0-visa package can work well if you already hold UAE residency and want to obtain a business license at the lowest possible cost. In practice, many banks still prefer or require a UAE-resident signatory with an Emirates ID, so for non-residents a no-visa setup may limit the range of realistic banking options or extend the timeline.
It’s mainly about meeting the QFZP conditions, not being in a “special” free zone. A Free Zone Person can become a Qualifying Free Zone Person if it satisfies the conditions under the Corporate Tax rules (and earns qualifying income).
Most surprises come from items that are outside the headline package price: immigration file fees (establishment card and, in some zones, e-channel), visa processing (entry permit/status change, medical, Emirates ID, stamping), office upgrades if required, and bank-related requirements such as minimum deposit/minimum balance expectations and additional compliance documents.
