1. Employment

If you are officially employed by an IT company in the UAE under a work visa, you do not need a license.

2. Freelancing

Some free zones (e.g., RAKEZ, Dubai Media City, Twofour54, SHAMS) offer freelance permits. These permits allow you to:

  • Work as a self-employed professional
  • Sign contracts with companies
  • Receive payments and open bank accounts
  • Obtain a residency visa

Restrictions:

  • No hiring employees allowed
  • No product sales (e.g., packaged software)

IT freelancing

Mainland vs free zone: which to choose?

Choose mainland if you:

  • Want to work with government contracts or large corporations
  • Plan client visits or work with private individuals
  • Need an office outside of a free zone
  • Want to hire employees without restrictions
  • Require flexible bank account setup

Mainland features:

  • Office required
  • License issued by DED (Department of Economic Development)
  • Services can be provided across the entire UAE territory

Choose a free zone if you:

  • Work remotely or target international markets
  • Do not need an office
  • Prefer straightforward registration and fixed visa packages
  • Want an affordable start

How to get an IT services license in the UAE

  1. Determine jurisdiction. Choose between mainland and free zone depending on your business model, budget, and client type.
  2. Select business activities.
  3. Prepare documents. Usually, you’ll need a passport, photo, trade name, office lease (if required), CV (for some free zones).
  4. Submit registration application. You can do it through the chosen free zone or DED (for mainland). You can apply through an agency or online.
  5. Pay fees. Pay government and registration fees for the license, visa package (if needed), and office rent (if applicable).
  6. Receive license. After verification and payment, you’ll be issued an official license. Processing time is usually 3 to 10 working days.
  7. Apply for visa (optional). If you plan to live and work in the UAE, apply for a residency visa.
