What is a car import and export license for?

To trade vehicles across borders, you need a commercial license with the activity Import and Export of Vehicles. This license allows you to purchase cars abroad and bring them into the UAE, or export vehicles purchased in the UAE to other countries. However, if you plan to sell cars locally — for example, to UAE residents — you will need a separate retail trade license. The import/export license covers only international transactions.

Where to get a car import and export license

This license can be obtained both in the mainland (through the Department of Economy and Tourism — DED) and in UAE free zones. With either option, you are allowed to trade vehicles within the UAE. However, free zones offer cost-efficient solutions, such as flexi-desk packages instead of full offices. If your business operates primarily with other free zone companies (at least 95%), you may qualify as a Qualifying Free Zone Person and benefit from 0% corporate tax.

To operate legally, you must secure several permits and registrations. First, register with the Federal Customs Authority (FCA) and obtain an Import Code. All imported vehicles must meet ESMA standards (Emirates Authority for Standardization and Metrology). Importing used vehicles involves extra steps, including age restrictions and approval from the Ministry of Economy.
