A cloud kitchen license is your gateway to launching a successful food business in the UAE. This license allows you to operate legally, access modern F&B business models, and gain significant advantages for growth and expansion.

What you can do with a cloud kitchen license

  1. Run a full food production and delivery operation without opening a traditional restaurant. This significantly reduces your initial investment and ongoing overhead costs.
  2. Use licensed commercial kitchen spaces that meet strict UAE hygiene standards — helping you maintain quality and build customer trust.
  3. Operate multiple virtual brands under a single license, making it easy to test new food concepts with minimal financial risk.
  4. Legally work with major delivery platforms and build your own digital ordering channels. This allows you to reach a wider audience and scale your customer base faster.
  5. Avoid heavy fines of up to AED 2 million for unlicensed operations. A legal setup also simplifies getting additional permits and makes it easier to attract investors.

Main types of cloud kitchen licenses in the UAE

Mainland cloud kitchen license.

Best if you’re planning wide delivery coverage, partnerships with large marketplaces and aggregators, and want to serve customers beyond a single free zone.

Free zone cloud kitchen license.

Ideal for online-based food businesses targeting delivery within specific areas, looking to benefit from tax incentives in the UAE and full foreign ownership.

Shared or incubator cloud kitchen license

Perfect for startups or entrepreneurs looking to test new food concepts with low upfront investment. This model gives access to shared kitchen spaces without the need to rent a full facility.

How to get a cloud kitchen license in the UAE

  1. Choose your jurisdiction. Decide whether you want to operate on the UAE mainland or in one of the free zones. Your decision should align with your target customers and business goals.
  2. Define your business activities. When applying for the license, clearly state that your business will involve preparing and delivering ready-to-eat meals.
  3. Prepare the required documents. You’ll need copies of the shareholders’ and manager’s passports, incorporation documents, a kitchen rental agreement or contract with a cloud kitchen operator, a facility layout plan that meets UAE hygiene standards, and approvals from the municipality and food safety authorities.
  4. Obtain necessary approvals. Get clearance from the relevant municipality (e.g., Dubai Municipality) and approval from food safety departments in accordance with the UAE Food Code.
  5. Pay the government fees. Once your documents are submitted, you’ll need to pay the application and license issuance fees.
  6. Receive your license. After approval, you’ll be officially licensed to operate. You can also apply for additional permits to work with delivery platforms and run your own digital channels if needed.

The entire process typically takes 1 to 3 weeks, depending on your jurisdiction and the completeness of your documentation.

JAFZA company formation process

Business setup in the Jebel Ali Free Zone takes between 3 and 14 working days from the date of submitting all required documents. The duration of the procedures depends on the specified business activities and the type of leased premises. JAFZA company registration can be initiated without your presence, but you will need to make a visit to the free zone when the documents of your company are generated.

  1. Determine the business activities of your future company and the appropriate license type. This is a critical step for successful business formation, as choosing the wrong activities or license may lead to errors during company registration, complications in opening a bank account, or issues obtaining residence visas for you and your employees.

  2. Specify the legal status of your company in JAFZA. In this free zone, you can establish the following types of companies:

    • FZE (Free Zone Establishment): a free zone company with one shareholder

    • Certificate of Incorporation
    • Business license
    • Articles of Association
    • Investment Agreement
    • Share Certificate
    • Lease Agreement
  5. Collect the establishment card containing information about your company and visa quotes.

  6. Submit an application for an entry permit. If you’re outside of the UAE during the processing of the entry permit, you will need to come to the country when the document is issued within 60 days to complete the medical test and biometrics for your visa. If you’re in the UAE when the entry permit is issued, a status change will be done from your previous UAE tourist/residency visa to the new one.

  7. Undergo a medical checkup and submit documents for a residence visa. Different registration packages may provide for a varying number of visas available for owners and employees of the company.

  8. Once your visa is issued, secure your Emirates ID card.

  9. Apply to a UAE bank to open a corporate bank account. Once you receive your account details, you are free to start running your business.
