There is no separate stand-alone “project management law”. On the Dubai mainland, project management activities are usually set up as a professional Sole Establishment or an LLC with a relevant DET activity code, for example “project management services” or “project management consultancy”. 

In free zones, they are typically registered as FZ-LLC or similar legal forms offered by the respective authority, rather than as a separate “individual license” category. This means that in practice you choose a legal form (sole establishment, LLC, free zone company) and add the appropriate project management activity to it, instead of applying for a completely different “individual vs company” project management licence type.

A general project management consultancy license allows you to work with clients in different industries, such as real estate, hospitality or IT, under one broad service activity. Your ability to serve clients across Dubai or the wider UAE depends on where your company is licensed: a mainland DET license lets you contract directly with clients throughout Dubai, whereas a free zone company is registered inside its zone and may face additional conditions when targeting mainland projects.

Free zones usually structure project management under their general service license or professional license categories and sell them as packages that combine the licence with an establishment card, office or flexi-desk and a certain number of visas. There is no single fixed federal fee for a “project management licence” – each authority sets its own pricing and promotions.

Standard project management consultancy licenses normally do not include government exams, but in construction-related or engineering activities you may need additional technical approvals or qualified engineers/consultants on staff. Many free zones can issue a project management service license within a few working days and mainland DET setups are often completed within about 7–10 business days.   • Apply for visas. Owners and employees require residency visas, which can be processed through your licensing authority.

For standard project management trade licences in Dubai there is no formal CPD reporting requirement similar to what applies to doctors, lawyers or auditors. Nevertheless, continuous professional development through courses, certifications and industry events is strongly recommended to stay competitive and to meet the expectations of corporate and government clients.

Renewal deadlines and procedures

In most cases, Dubai trade licences for project management and other service activities are issued for one year and renewed annually. Some authorities may allow you to renew for up to two or three years in one go, but the one-year cycle remains the standard and the safest assumption when planning your budget.
